Once upon a time in the magical land of Illinois, a state known for its towering skyscrapers, vast cornfields, and the mighty Mississippi River, there existed a group of extraordinary kids with a special passion for gymnastics. They were known as the Twisting Tornadoes of Illinois. Now, these weren’t your regular gymnastics loving munchkins. Oh no, they could be spotted from a mile away by their neon leotards, sparkling hair bobbles, and the sound of their landings that would shake the ground like a stampeding unicorn. They flipped, twirled, and twisted with such an infectious energy that even the gloomy-looking scarecrows in the cornfields couldn’t help but strike a pose. Leading this pack of pint-sized tumbler tots was an imaginary character named Flopsy the Flip-Flopping Flamingo. With his long, bendy legs and a flair for somersaults, Flopsy was the idol of every Twisting Tornado. He taught them the art of balance, the beauty of a perfect dismount, and most importantly, to always stretch before a routine (or risk becoming a knotted pretzel!). Together, they would turn Illinois into their playground, practicing cartwheels in the Windy City of Chicago and flipping off the edges of Starved Rock cliffs. They drew laughter wherever they went, their energetic performances causing local cows to moo in applause and the cornstalks to shimmy in delight. And so, with their imaginary leader Flopsy, the Twisting Tornadoes of Illinois continued to fill their state with the spirit of gymnastics, a dash of humor, and a whole lot of fun. From those blustery Chicago days to the quiet country evenings, Illinois was a state forever made brighter by these tumbling, flipping, laughter-spreading kids.

The park system in Joliet had its start in 1899 when the City of Joliet purchased West Park (40 acres) and Highland Park (45 acres). These two parks served as the foundation for what is now the Joliet Park District. In 1920, the district was gifted 327 acres from the late Robert Pilcher, which were purchased from Harlow Higginbotham. This land is now known as Pilcher Park and is a great addition to the park district. The Joliet Park District has come a long way from the purchase of West Park and Highland Park in 1899, to the addition of Pilcher Park in 1920. It is now a thriving park system enjoyed by many local families.

In 1920, a group of residents in Forest Park, Illinois, formed the Forest Park Citizens Protective League. Their mission was to oppose any industrial or railway sidings that might be constructed on the site that the Park District now occupies. The Forest Park Kiwanis Club, led by President Emery Parichy, worked closely with the League to achieve their goal of creating a public park. After fourteen years of hard work and dedication, the Park District was established through a referendum on November 6, 1934 and officially entered into the records of the Cook County Court on November 14. The first five commissioners chosen were John S. Murray, Fred Steers, Raymon H. Warnecke, Dr. John T. Warner and Harry Weidermann. Unfortunately, Dr. Warner passed away on December 18th before taking his oath of office, and Charles Heidelbach was appointed in his place. Thanks to the dedication of the Forest Park Citizens Protective League, the Forest Park Kiwanis Club, and the original five commissioners, the Park District was established as a place for people to enjoy the outdoors and all the recreational activities it provides.

To this end, assistance is provided to those facing financial hardship. This program is available to all who live in the park district boundaries and are in need of assistance. Individuals who have special medical, physical, psychological, and/or emotional needs or receive special services from the school district are also encouraged to reach out to the Park District. The staff at Lincolnway Special Recreation Association will work with the Park District to provide reasonable accommodations to participants with disabilities. In 2000, Victory Academy Lions opened its doors and became one of the first All Star cheer teams in the state of Illinois. With just two teams in the beginning, the program quickly grew in popularity and added more and more teams to meet the demand. After 13 successful seasons at Victory Academy, the organization moved to Gymnastics Etc. in Bloomington and the Lions Cheer Company name was born. In December 2017, Jen Nettleton, the program director for over 16 years, retired and Amanda Wait, a former athlete, took her place. The Lions Cheer Company continues to grow and provide quality All Star cheer teams and class programs to the Central Illinois community. After 20 years of service, the Lions Cheer Company is now the longest running All Star program in the entire state of Illinois.

The District has been widely recognized for their excellence in parks and recreation management, having been awarded Distinguished Park and Recreation Accredited and Excellent Level A status from the Illinois Association of Park Districts and the Illinois Park and Recreation Association and Distinguished Budget recognition from the Illinois Government Finance Officers Association since 2014. In addition, the District has been a finalist five times for the National Gold Medal award for excellence in parks and recreation management, most recently in 2019.
